One dead in Ga. storm's aftermath

ADAIRSVILLE, Ga. (AP) ? Authorities say the storm that has slammed a Georgia town has killed at least one person there.

The massive storm system also has been blamed for the death of a man in Tennessee. He had been taking shelter in a shed when a tree toppled onto it, killing him.

Craig Millsap, the fire chief in Georgia's Bartow County, says officials found one person dead in the storm damage. However, he did not have further details about how the person died Wednesday.

The storm did major damage in Adairsville, northwest of Atlanta. Cars were overturned on Interstate 75, forcing officials to close the highway in both directions.

Thousands were without electricity across the Southeast.

Following the death of a young woman brutally raped?on a bus in downtown New Delhi, a galvanized India is looking for ways to combat sexual violence and increase the?safety of its citizens. The country's technology ministry has proposed a bracelet?that alerts?police and family members immediately in case of trouble.

Kapil Sibal, India's information technology minister, set forth the idea at a recent briefing about government technology initiatives planned for 2013, the Wall Street Journal reported.

The device would resemble a wristwatch, and a single button press would?send text messages to the closest police station and pre-programmed phone numbers such as family members. It would also have a camera built in that would record for half an hour after activation.

The ministry plans to have a prototype built by midyear, which would then be sent to manufacturers for production. Sibal said that there would be $20 version and $50 version, but did not mention the differences between the two.

Skeptics may note that?India's last two high-profile "national" devices, an ultra-cheap laptop and tablet, never met expectations. The laptop never appeared, and the tablet was widely derided?for its low quality.

Critics cited in the Wall Street Journal story?also?point out that the problem of sexual violence is endemic in India, and that the police and justice system systematically ignore rape cases and reduce sentences. What good is texting the police, they ask, when police laxity is part of the problem?

The controversy has led to large protests around the country, and officials at all levels of government have acknowledged the need for change.

Lohan faces March trial over probation issue

After days of drama leading up to Lindsay Lohan's latest court hearing (Is she sick? Will she show?), it took only minutes Wednesday morning to determine the next steps in her probation violation proceedings stemming from a June 2012 car crash.

Wearing a conservative black dress, Lohan appeared before Judge Stephanie Sautner in Los Angeles Superior Court, where it was confirmed that the actress' probation remains revoked, and she'll stand trial on three misdemeanor charges on March 18.?

The charges stem from a?June 2012 car accident in which the "Liz & Dick" star?was allegedly behind the wheel of a?Porsche that slammed into the back of an 18-wheeler. As a result of that crash and Lohan's actions immediately following, she was charged with obstructing an officer, lying to an officer, and reckless driving. Her probation -- part of a plea bargain?involving the theft of a $2,500?necklace in 2011 -- was revoked pending Wednesday's hearing.

Judge Sautner confirmed that the probation violation charges will be addressed concurrent with the misdemeanor charges at the March 18 trial. Because of the different standards of evidence, it's possible that Lohan could be acquitted of the misdemeanor charges, but still found in violation of the terms of her probation.

Lohan's legal issues as they pertain to her probation and earlier troubles with the law were only part of the latest drama surrounding the 26-year-old. First, she dismissed longtime attorney Shawn Holley in favor of Mark Heller, the New York lawyer representing her in an alleged nightclub assault case. Then, she was nearly a no-show in court after Heller petitioned to excuse Lohan from appearing in L.A. because of an upper respiratory infection.

Shortly after that Heller's petition was filed,?Lohan was pictured out and about in New York, healthy enough to be shopping and smoking. After the public scrutiny, Lohan and her mother Dina made opted to board a flight late Tuesday in order to make it to court Wednesday.

This was not lost on Judge Sautner, who during Wednesday's hearing quipped to Lohan, "Glad to see you're feeling better." Lohan smirked.

Oil steady ahead of the release of US indicators

BANGKOK (AP) ? Oil prices were nearly flat Wednesday as a recent rally cooled off ahead of the release of more U.S. economic indicators and the conclusion of a meeting of Federal Reserve policymakers.

Benchmark oil for March delivery was down 1 cent to $97.56 a barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose $1.13, or 1.2 percent, to close at $97.57 on Tuesday after being pushed higher by a report about rising U.S. home prices. Energy prices can rise when investors feel good about the economy, since it's needed to power manufacturing and other economic activity.

But traders became slightly more cautious ahead of the release of other U.S. economic indicators, including economic growth on Wednesday and weekly jobless claims Thursday. In addition, the Federal Reserve will conclude a two-day meeting later Wednesday with the release of a statement that investors will study for clues about the outlook for the economy and interest rates.

Recent rises in oil prices have been the result of an improving global economy, and positive manufacturing reports from the U.S. and China. But significant gains could be capped by demand constraints and ample supply, analysts said.

"The fundamentals are also likely to deteriorate again later in the year," said analysts at Capital Economics in a report. "Over the longer term, booming energy supply from both conventional and new sources will also add to the downward pressure on prices."

Brent crude, used to price international varieties of oil, rose 1 cents to $114.37 a barrel on the ICE Futures exchange in London.

In other energy futures trading on Nymex:

? Wholesale gasoline fell 1 cent to $2.966 per gallon.

? Natural gas rose 3.4 cents to $3.292 per 1,000 cubic feet.

? Heating oil rose 0.6 cent to $3.104 a gallon.

Biden: Virginia Tech Massacre Showed Background Checks Needed In Gun Control (VIDEO)

RICHMOND, Va. -- The 2007 Virginia Tech shooting illustrated the importance of strengthening background checks to ensure guns are not sold to people who cannot legally buy them, Vice President Joe Biden said Friday.

Biden spoke briefly to reporters after leading a two-hour roundtable discussion about what to do in the wake of the elementary school shooting last month in Newtown, Conn., that left 20 students and six adults dead. Also participating in the roundtable were Obama administration officials and a few people who served on a Virginia task force that made recommendations after the Tech shooting that left 32 dead ? the largest mass shooting in U.S. history.

"It's a national tragedy and a window into the vulnerability people feel about their safety and the safety of their children," Biden said of Newtown.

Much of the focus of the discussion, Biden said, was on improving mental health services and making sure records of those declared ineligible to own a gun are transmitted to the national databank for background checks. The group also discussed gun safety and trafficking, he said.

The meeting was held at Virginia Commonwealth University, less than two miles from a state Capitol where lawmakers in recent days have rejected the same gun control measures advocated by President Barack Obama: universal background checks and bans on combat-style assault weapons and high-capacity ammunition magazines.

U.S. Sen. Tim Kaine, who was governor at the time of the Tech shooting, was among the participants in the closed-door meeting.

"We have the scar tissue of tragedy, but also reason to be hopeful," he said, pointing to changes Virginia made after the Tech massacre to become a national leader in reporting ineligible gun buyers to the background check database.

Biden did not discuss banning assault weapons and high-capacity ammunition magazines. Kaine told reporters later that he's open to the idea but wants to "make sure the definitions are right" in whatever legislation Congress considers.

He was more definitive in supporting universal background checks. The law already specifies who cannot own a gun, he said, and background checks are the only way to enforce the law.

"To be against background checks is to say you want people to have guns illegally," Kaine said.

Biden said the administration is planning similar roundtable discussions around the country.

Ahead of the Bell: Yahoo to update turnaround bid

SAN FRANCISCO (AP) ? Yahoo's fourth-quarter earnings report will provide an update of new CEO Marissa Mayer's efforts to revive the Internet company's revenue growth.

The results, due out after the stock market closes Monday, cover Mayer's first full quarter as Yahoo's leader. She left Google Inc. to join Yahoo in mid-July, shortly after the third quarter had already begun.

Although Yahoo still hasn't proven it can generate sustained revenue growth for the first time since 2008, investors have already been betting Mayer is on her way to pulling it off.

Yahoo's stock price has been trading above $20 for much of this month, hitting its highest levels since September 2008. The shares closed last week at $20.37. That translates into a gain of about 30 percent since Mayer joined the company.

Much of the confidence in Mayer, 37, may stem from the respect she won while helping to build Google into the Internet's most profitable company during her 13-year tenure there.

Since coming to Yahoo, Mayer has been trying to improve employee morale and intensify the company's focus on mobile and social networking services ? two of technology's hot spots in recent years.

Despite its early enthusiasm for Mayer, Wall Street isn't expecting a lot from Yahoo Inc. Analysts surveyed by FactSet foresee a slight rise in earnings from the previous year, to 27 cents per share, excluding an $83 million charge that Yahoo plans to take to account for the recent closure of its South Korean operations. Investors are likely to pay more attention to Yahoo's revenue, minus ad commissions, which analysts predict will be unchanged from the previous year at $1.21 billion.

The stalled revenue has stemmed from Yahoo's inability to attract more advertising, even though a bigger slice of the marketing budget is being diverted to the Internet. Google's fourth-quarter report released last week showed the Internet search leader's ad revenue, minus commissions, had climbed 17 percent from the previous year.

Illinois to allow immigrants to get licenses

SPRINGFIELD, Ill. (AP) ? Illinois is the fourth state to allow illegal immigrants to obtain a driver's license with a new law signed by the governor.

Democratic Gov. Pat Quinn signed the legislation Sunday surrounded by hundreds of supporters who say the measure will make Illinois' roads safer and expand opportunities for illegal immigrants.

Quinn says people need a way to get to work, drive to the doctor and drive their children to school. Chicago Mayor Rahm Emanuel says the new law should serve as a model for the nation.

New Mexico and Washington both issue licenses to undocumented immigrants, while Utah issues permits.

Illinois officials say the dissemination of the temporary licenses is expected to begin in November.

The legislation was billed as a public safety measure and had bipartisan support.

TEMPE, Ariz. -- A special education student at Marcos de Niza High School was given the chance to play in a varsity basketball game and he definitely made the most of it.

Dakota Barnes is the team's manager and he was given the opportunity to suit up for the Jan. 18 away game against Yuma High School.

He was put in during the last couple of minutes of the game and made a 3-point shot at the buzzer.

Researchers A-C-T on DNA Storage

Using a technique with multiple accuracy checks, researchers have stored large amounts of digital information on tiny volumes of synthetic DNA. Sophie Bushwick reports

More 60-Second Science

Scientists have used synthetic DNA to store digital files?including a photo, Shakespeare's sonnets and an audio recording of Martin Luther King. The work is published in the journal Nature. [Nick Goldman et al, Towards practical, high-capacity, low-maintenance information storage in synthesized DNA]

Unlike many forms of information storage, DNA is extremely long-lasting and does not require constant electrical power. Plus, it's tiny?a small cup of DNA can store one hundred million hours of high-quality video.

But until now, this storage method has faced too many obstacles: DNA synthesis is expensive and only works for short strings, and the decoding process creates lots of errors.

To avoid these problems, British researchers broke a long string of information into many overlapping short sequences, each tagged with its position in the overall sequence. American collaborators then synthesized short pieces of DNA to match the strings, and shipped the material overseas. Finally, researchers reconstructed the digital files with complete accuracy.

DNA storage is still very expensive. But the scientists predict advancing technology will lower prices and make their method cost-effective within a decade.

A New Blood Test for Depression Proves It's Not All In Your Head

Why It's Innovative:?"Every psychiatrist and primary care physician we talk to says?they need to be able to diagnosis early and get the patients on the right treatment,? says Williams. ?And they need to know as quickly as possible if the treatment is working.??The test has the potential to improve treatment, as well, because patients may be more accepting of a blood-test result, she says. "It's of significant impact to the patient. Suddenly the patient sees a blood test that says ?this is your disorder.? It's like any other disorder. It's not in your head. It's meaningful. It's not your fault. The stigma abates and they become more involved in their own care."

The idea for the MDDScore blood test first came up when a scientist who was studying biological signs of depression saw how those ?biomarkers? changed when patients responded to therapy. The scientist's son had a mental health disorder that had been misdiagnosed and, in turn, he wasn?t being treated appropriately. That was further motivation to try to create a biologically-based diagnostic test for major depression, Williams says.

The Problem That Keeps Her Up at Night:?"Are physicians going to accept this and make it available to their patients? I believe strongly that patients will embrace it. But any time something new is introduced to physicians, they can be a little hesitant until some time goes by. I look forward to physicians embracing this."

Where Mental Health Needs More Innovation: ?We need stronger and larger consumer awareness organizations, such as those that address cancer or HIV or other highly prevalent diseases," says Williams. ?There hasn't been much of that with mental health. There is no organized patient advocacy. There are bits and pieces here and there, but they are disparate and not organized. I think this industry needs to start creating that to help with innovation and education and abatement of the stigma."

How You Can Take Action: "Seek out innovative technologies. There are physicians who are using treatments other than drugs. There are particular blood tests or genetic tests that can tell you if you are a metabolizer of one kind of drug or another. There is more personalization of medicine." Moreover, she adds, don't be embarrassed by having a mental health disorder. "There shouldn't be a stigma. It's not your fault. The more these technologies become broadly used, the more the stigma will abate."

The MDDScore test is expected to cost $745 if paid for out-of-pocket.

(AP) ? Three women angry over sexism and male domination of the world economy ripped off their shirts and tried to force their way into a gathering of corporate elites in a Swiss resort.

Predictably, they failed. The ubiquitous and huge security force policing the World Economic Forum in Davos carried the women away, kicking and screaming.

The women, from Ukrainian feminist activist group Femen, scaled a fence and set off pink flares in the protest Saturday. Their chests were painted with "SOS Davos," as they sought to call attention to poverty of women around the world.

Critics of the Davos forum say the business and political leaders at the gathering spend too little time doing concrete things to solve the world's problems and help the needy.

Chance finding reveals new control on blood vessels in developing brain

Zhen Huang freely admits he was not interested in blood vessels four years ago when he was studying brain development in a fetal mouse.

Instead, he wanted to see how changing a particular gene in brain cells called glia would affect the growth of neurons.

The result was hemorrhage, caused by deteriorating veins and arteries, and it begged for explanation.

"It was a surprising finding," says Huang, an assistant professor of neuroscience and neurology at the University of Wisconsin-Madison. "I was mainly interested in the neurological aspect, how the brain develops and wires itself to prepare for all the wonderful things it does."

But chance favors the prepared mind, as Louis Pasteur said, and Huang knew he needed to follow up on the suggestion that glia, normally considered "helpers" for the neurons, would affect the growth of blood vessels. For one thing, blood flow is a big deal in the brain, says Huang, whose collaborators included Shang Ma, in the graduate program in cellular and molecular biology at UW-Madison. "We know the brain is very energy-intensive. Per unit of volume, it consumes 10 times as much oxygen as the rest of the body."

Although it makes intuitive sense that blood vessel development should be guided by neuronal development in some fashion, Huang spent years making sure he wasn't being mislead by his experiment. Now, he's satisfied himself, and his scientific reviewers, and the journal PLOS Biology has just published his study.

Glial cells in the nervous system establish a nurturing environment for neurons but do not carry signals. In particular, Huang looked at "radial glial cells," which also act as stem cells in creating new neurons. Radial glia extend from the inside of the brain to the outside, and also guide growing neurons to their final locations.

A standard way to find out what cells and genes do is to "knock out" specific genes, using a technology invented at UW-Madison by former professor Oliver Smithies (who shared the 2010 Nobel Prize for this discovery).

When Huang grew mice with a "knock out" mutation that blocked cell division among the radial glia, he expected to see abnormalities in the embryonic brain. But the major abnormality was completely unexpected: blood vessels that had already formed had collapsed.

New blood vessels in an embryo generally develop via a two-step process, first growing, and then stabilizing. "If the second step cannot be carried out, the vessels may already be formed, but the organ still cannot get its blood supply because the vessel will regress, or collapse," Huang says.

When blood vessels collapse, neurons start to die, says Huang. Some brain diseases, including Alzheimer's and hemorrhagic stroke, show a similar regression, and Huang says it's possible that the signaling mechanism that he experimentally blocked may play a role in these diseases as well.

Although any clinical treatment is years away, Huang is still basking in the thrill of basic discovery.

"We find that these progenitor and helper cells, the radial glia, regulate blood vessel development, and nobody has found that before." Huang says. "We used a mouse with alterations in genetics that regulate activity in these helper cells in the brain, and were very surprised to see that this had a drastic effect on blood vessel development. Previously it was always thought that these were two separate systems, now we know there is crosstalk between them. It's almost like a new field has opened up."

Diet, parental behavior and preschool can boost children's IQ

Jan. 25, 2013 ? Supplementing children's diets with fish oil, enrolling them in quality preschool, and engaging them in interactive reading all turn out to be effective ways to raise a young child's intelligence, according to a new report published in Perspectives on Psychological Science, a journal of the Association for Psychological Science.

Using a technique called meta-analysis, a team led by John Protzko, a doctoral student at the NYU Steinhardt School of Culture, Education, and Human Development, combined the findings from existing studies to evaluate the overall effectiveness of each type of intervention. In collaboration with NYU Steinhardt professors Joshua Aronson and Clancy Blair, leaders in the field of intelligence, Protzko analyzed the best available studies involving samples of children from birth and kindergarten from their newlyassembled "Database of Raising Intelligence."

"Our aim in creating this database is to learn what works and what doesn't work to raise people's intelligence," said Protzko. "For too long, findings have been disconnected and scattered throughout a wide variety of journals. The broad consensus about what works is founded on only two or three very high-profile studies."

All of the studies in this database rely on a normal population (participants without clinical diagnoses of intellectual disabilities), focus on interventions that are sustained over time, use widely accepted measures of intelligence, and, most importantly, are randomly controlled trials (participants selected at random to receive one of the interventions).

"The larger goal here is to understand the nature of intelligence, and if and how it can be nurtured at every stage of development," said Aronson, Protzko's advisor. "This is just a first step in a long process of understanding. It is by no means the last word. In fact, one of the main conclusions is how little high quality research exists in the field and how much more needs to be done."

Overall, the results of the meta-analyses indicated that certain dietary and environmental interventions can be effective in raising children's IQ.

Supplementing pregnant women and newborns with long-chain polyunsaturated fatty acids, foods rich in Omega-3, were found to boost children's IQ by more than 3.5 points. These essential fatty acids may help raise intelligence by providing the building blocks for nerve cell development that the body cannot produce on its own.

There is insufficient research, however, to determine whether other types of supplements -- including iron, B-complex vitamins, riboflavin, thiamine, niacin, and zinc -- have beneficial effects on intelligence.

Enrolling an economically disadvantaged child into an early education intervention was found to raise his or her IQ by more than four points; interventions that specifically included a center-based education component raised a child's IQ by more than seven points.

The researchers hypothesize that early education interventions may help to raise children's IQ by increasing their exposure to complex environments that are cognitively stimulating and demanding. It's not clear, however, whether these results apply more broadly to kids from different socioeconomic backgrounds.

Surprisingly, Protzko, Aronson, and Blair found no evidence to support the idea that early education interventions that take place earlier in childhood are more effective than those that begin later.

Interventions focused on interactive reading -- teaching parents how to engage their children while reading with them -- were found to raise children's IQ by over 6 points. These interventions do not seem to have an effect for children over 4 years old, suggesting that the interventions may accelerate language development, which, in turn, boosts IQ.

Sending a child to preschool was found to raise his or her IQ by more than four points, and preschools that include a language development component were found to boost IQ by more than seven points. The link between preschool and intelligence could be a function of increased exposure to language or the result of the overall cognitive complexity of the preschool environment.

"Our current findings strengthen earlier conclusions that complex environments build intelligence, but do cast doubt on others, including evidence that earlier interventions are always most effective," Protzko explained. "Overall, identifying the link between essential fatty acids and intelligence gives rise to tantalizing new questions for future research and we look forward to exploring this finding."

If you are self-employed, you may be eligible for the hiring credit for small business. This credit gives small businesses relief from the employer?s share of employment insurance premiums paid in 2012. The credit of up to $1,000 will be automatically credited to your payroll account.

Facts about the HCSB

  • The HCSB is a credit of up to $1,000.
  • The actual amount credited (up to $1,000) is equal to the increase in the Employment Insurance (EI) premiums paid by a business in 2012 over those paid for 2011.

If you go buying a text-to-speech software maker, you're not exactly going to stay quiet about it, right? Amazon this morning announced its acquisition of Ivona, the company behind the Kindle Fire's Text-to-Speech, Voice Guide and Explore by Touch features. Ivona, currently carrying the tagline "an Amazon company" on its site, offers its technology in 44 voices in 17 languages. In a perfect world I would tell you that I reviewed a new product that helped me lose lots of weight. That didn't exactly happen.

I signed up to review some products, including ReBody Hunger Chews, and I agreed to write a little about them here.?

The good news is, this happened around the first of the year when I was recommitting, like millions of other people, to more regular exercising and cleaning up my diet. ?While I put less attention on my own health around the busy holiday times, I had gained a few pounds. ?Then, I started getting back to my pre-holiday size around the time I was taking these hunger chews. Was there a cause and effect? ?I don't really know.

The ReBody Hunger Chews are made from Satiereal Saffron Extract and are supposed to help curb cravings. ?They taste great in mandarin orange and use natural flavoring. ?Their relatively short ingredient list offers me some peace of mind, and I especially like that they don't contain artificial sweeteners. ?Thanks to Naturally Savvy for the chance to try them.

Mozilla reveals first two Firefox phones

For developers looking to create apps for the upcoming Firefox OS, two preview smartphones will be available in February. On Tuesday, Mozilla took the wraps off the Keon and Peak, created with the help of?Geeksphone and Telefonica. Both phones?will run Firefox?s HTML 5-based operating system.?

The more upscale Peak, despite its unfortunate name, comes equipped with a 1.2-GHz Qualcomm Snapdragon S4 CPU, 4GB of ROM and an 1800 mAh battery. It too only runs on HSPA or Edge, but does sport a nicer 4.3-inch qHD IPS display and features a 8-MP rear-facing camera plus a 2-MP front-facing camera. And we do prefer the more refined white color chassis.?The 3.5-inch HVGA display on the Keon is powered by a 1-GHz Qualcomm Snapdragon S1 processor, 4GB of ROM and a 1580 mAh battery. The device will run on HSPA or Edge networks. It also includes a 3-MP camera, microSD, 802.11n Wi-Fi connectivity, GPS and a microUSB charging port. Plus, it comes in a?strikingly?orange Firefox exterior.

The Firefox OS, formerly called Boot to Gecko, is built on HTML5 Web access. In a post on the?hacks.mozzilla.org?site the company claims HTML5 lets the devices do??phone things ? they can make the phone vibrate, make a phone call or send a text message.? During our hands-on time with the previous beta version of the OS we liked what we saw. The interface proved slick, and we appreciated the ability to swipe the lock screen up or down.?

Can?t wait for February? Mozilla also offers up directions for making your website into a Firefox OS app. It starts with downloading Google Play for an Android phone.?Use the browser-based?Firefox OS Simulator?to view and test your mobile app on the desktop. 3 Americans die in Algeria attack, 7 survive

WASHINGTON (AP) ? Three U.S. citizens were killed in last week's hostage standoff at a natural gas complex in Algeria, while seven Americans made it out safely, Obama administration officials said Monday.

The State Department confirmed that gas workers Victor Lynn Lovelady and Gordon Lee Rowan were killed at the Ain Amenas gas field in the Sahara. U.S. officials identified Texas resident Frederick Buttaccio as the first death last week.

"We extend our deepest condolences to their families and friends," department spokeswoman Victoria Nuland said in a statement.

"The blame for this tragedy rests with the terrorists who carried it out, and the United States condemns their actions in the strongest possible terms," she added. "We will continue to work closely with the government of Algeria to gain a fuller understanding of the terrorist attack of last week and how we can work together moving forward to combat such threats in the future."

A U.S. official had told The Associated Press earlier Monday that the FBI had recovered Lovelady's and Rowan's bodies and notified their families. The official had no details on how the Americans died, and their hometowns were not released.

Militants who attacked the Ain Amenas gas field in the Sahara had offered to release Lovelady and Rowan in exchange for the freedom of two prominent terror suspects jailed in the United States: Omar Abdel Rahman, a blind sheik convicted of plotting to blow up New York City landmarks and considered the spiritual leader of the 1993 World Trade Center bombing, and Aafia Siddiqui, a Pakistani scientist convicted of shooting at two U.S. soldiers in Afghanistan.

The Obama administration rejected the offer outright.

Last week's desert siege began Wednesday when Mali-based, al-Qaida-linked militants attempted to hijack two buses at the plant, were repelled, and then seized the gas refinery. They said the attack was retaliation for France's recent military intervention against Islamist rebels in neighboring Mali, but the captured militants told Algerian officials it took two months to plan.

Five Americans had been taken out of the country before Saturday's final assault by Algerian forces against the militants.

The U.S. official said the remaining two Americans survived the four-day crisis at an insecure oil rig at the facility. They were flown out to London on Saturday.

The State Department's Nuland confirmed that seven Americans made it out safely, but said she couldn't provide further details because of privacy considerations.

Algeria says 38 hostages of all nationalities and 29 militants died in the standoff. Five foreign workers remain unaccounted for.

World unemployment seen hitting record this year

World unemployment could top record levels this year and continue rising until 2017, the International Labour Organization (ILO) said on Tuesday in its annual employment report.

2009 currently stands as the worst recorded year for world unemployment, with 198 million people across the globe without work.

In its 2013 Global Employment Trends report, the ILO forecasts unemployment numbers will rise by 5.1 million in 2013 to reach 202 million, topping 2009's record.

The report also predicts unemployment will rise further in 2014 to reach 205 million.

"Unemployment remains as dire as it was during the crisis in 2009," Ekkehard Ernst, chief of the ILO's?employment trends unit, told CNBC.

While the crisis may have originated in the developed world, the report noted that 75 percent of 2012's newly unemployed came from outside it, with East Asia, South Asia and Sub-Saharan Africa being the worst affected.

Ernst attributed this to the "spillover effect" of weak growth in advanced economies, and in particular, the recession in Europe.

"The main transmission mechanism of global spillovers has been through international trade, but regions such as Latin America and the Caribbean have also suffered from increased volatility of international capital flows," the report said.

It also blamed incoherence between monetary and fiscal policies and a "piecemeal approach to financial sector and sovereign debt?problems, in particular in the euro area."

"The indecision of policy makers in several countries has led to uncertainty about future conditions, and reinforced corporate tendencies to increase cash holdings or pay dividends, rather than expand capacity and hire new workers," the report said.

Ernst added that labor markets can lag other economic indicators, meaning they might not reflect recent upturns in the world economy.

"Labor markets reflect what has happened in the last year? it takes some time for improvement in output to be reflected," Ernst said.

In addition, the ILO is recording rising numbers of people who choose not to search for jobs because they think the situation is hopeless. These people, officially classified as discouraged workers, may choose instead to rely on a partner's earnings or claim welfare benefits, if available.

"The labor market situation has been so bad for so long, discouragement has grown out of proportion," he said.

Despite the gloomy forecast from ILO, some people see a turnaround for the global economy. Pimco CEO and co-CIO Mohamed El-Erian said the world economy could be nearing the end of its "new normal" of high unemployment and slow growth.

"We said in 2009: three to five years," El-Erian told CNBC on Thursday, referring to how long the phenomenon of "new normal" might last. El-Erian coined the term in 2009.

WASHINGTON (AP) ? President Barack Obama was sworn in for four more years Sunday in a simple ceremony at the White House, embarking on a second-term quest to restore a still-shaky economy and combat terrorists overseas while swearing an age-old oath to "preserve, protect and defend" the Constitution.

"I did it," a smiling president said to his daughter Sasha seconds after following Chief Justice John Roberts in reciting the oath of office. First lady Michelle Obama and the couple's other daughter, Malia, were among relatives who bore witness.

The quiet moments were prelude to Monday's public inaugural events, when Obama and Vice President Joe Biden will be sworn in on the steps of the U.S. Capitol before a crowd expected to reach into the hundreds of thousands and a television audience counted in the millions.

The trappings were in place ? the flag-draped stands ready outside the Capitol and the tables set inside for a traditional lunch with lawmakers. Across town, a specially made reviewing stand rested outside the White House gates for the president and guests to watch the traditional parade down Pennsylvania Avenue.

A crowd of perhaps 800,000 was forecast, less than the million-plus that thronged to the nation's capital four years ago to witness the inauguration of the first black president in American history.

The weather forecast was encouraging, to a point. High temperatures were predicted for the lower 40s during the day, with scattered snow showers during the evening, when two inaugural balls close out the official proceedings.

The 44th chief executive is only the 17th to win re-election, and his second-term goals are ambitious for a country where sharp political differences have produced gridlocked government in recent years.

Restoration of the economy to full strength and pressing the worldwide campaign against terrorists sit atop the agenda. He also wants to reduce federal deficits and win immigration and gun control legislation from Congress, where Republicans control the House.

At a reception Sunday night, Obama told supporters the inauguration is a celebration of "this incredible nation that we call home," not the election results.

"Let's make sure to work as hard as we can to pass on an America that is worthy not only of our past but also of our future," he said.

If Obama needed a reminder of the challenges he faces, he got one from half-way around the globe. An Algerian security official disclosed the discovery of 25 additional bodies at a gas plant where radical Islamists last week took dozens of foreign workers hostage.

In Washington, tourists strolled leisurely on an unseasonably warm day.

"I'm very proud of him and what he's trying to do for immigration, women's rights, what they call 'Obamacare,' and concerns for the middle class," said Patricia Merritt, a retired educator from San Antonio, in town with her daughter and granddaughter to see the inauguration and parade as well as historic sites. "I think he's more disrespected than any other president," she added, referring to his critics.

Sean Payton, an operations analyst from Highland Ranch, Colo., said he hoped to hear "a nice eloquent speech that makes people feel good about being an American."

Republicans lent a touch of bipartisanship to the weekend.

"We always want any president to succeed, to do well, that means America does well and Americans do well," Sen. John Barrasso of Wyoming said on CNN's "State of the Union."

Obama took the oath in the White House Blue Room where portraits of Presidents John Adams, Thomas Jefferson, James Madison and John Tyler grace the walls. He placed a hand on a Bible held by his wife. His daughters stood nearby.

The nation's political divisions seemed scarcely to intrude as Obama, a Democrat, shook hands with Roberts, a Republican appointee, in a rite that renews American democracy every four years. Unlike four years ago, when Roberts stumbled verbally, the chief justice recited the oath without error.

Before the swearing-in, the president listened from a second-row pew at the 175-year-old Metropolitan African Methodist Episcopal Church as the Rev. Jonathan V. Newman asked God's blessing for the him and his family. "But also prepare him for battle ... because sometimes enemies insist on doing it the hard way," he said.

Like Obama, Biden began his day early. He attended Catholic Mass at his official residence at the U.S. Naval Observatory a few miles from the White House. Justice Sonia Sotomayor, the first Hispanic justice and an Obama appointee, administered the oath of office.
